El libro blanco ha sido elaborado por el equipo del proyecto de ontologías semánticas del Consejo de Estrategia de Mercado (MSB) de la CEI, con importantes contribuciones de Siemens AG y del socio del proyecto, Prof. Dr.-Ing. Christian Diedrich, ifak e.V. Magdeburg (Alemania). Debido al número exponencialmente creciente de sistemas que recopilan, procesan y comparten datos, las máquinas necesitan cada vez más poder comunicarse entre sí sin intervención humana. Esto requiere una mayor interoperabilidad en términos de conceptos, estructuras de datos, modelos de información y especificaciones digitales. Además de permitir el intercambio de datos, la llamada interoperabilidad semántica define el significado de los datos sin necesidad de programación adicional. Proporciona los medios para que dos sistemas comprendan las convenciones y funciones del otro detrás de los datos y el contexto en el que se utilizan. Permite a los sistemas informáticos intercambiar datos con un significado compartido y sin ambigüedades. La interoperabilidad semántica será la clave de la digitalización y de la última revolución industrial.
